Decorative concrete surface (stencil) Application

I have a driveway that is 5+ years old, previous colour is wearing off in parts. I have applied 2 coats of tinted black Driveway Paint Sealer. Some parts required 3 coats.

Do I need to cover the entire surface with a clear coat as well?

How long till we can drive a car on it?

I have not tested it yet but if there are areas that did not stick or come we find the sealer is not sticking after we drive over it what is the process to redo it all again?

No as Concrete Paint Sealer is a single product application.

has various dry times including heavy vehicle traffic which is approx 3 days.

After testing, if you should experience adhesion failure simply remove the failed parts and ensure substrate is prepared adequately and re-apply. Being solvent based, a solvent on solvent will re-activate existing adjacent areas.
