i have new concrete and the surface is dusting from vehicle traffic the surface is plain and I would like to stabilise it with a sealer of some description. What would be the best option? If I seal it can i at a later date recoat the concrete with a surface colour or pebble crete or even tiles?

To prevent dusting most would utilise a concrete densifier as it hardens your substrate therefore preventing powdering. The other alternative is to simply use a topical concrete sealer though bear in mind, this is a temporary solution.
If wishing to re-coat the concrete with a surface colour, pebble crete or even tiles in the future then you will need to determine if there will be an adequate adhesive bond. Chances are a topical would need to be stripped. A densifier, dependent on how thick applied, would need to be mechanically ground!
